Before the 1960s, the focus was primarily on safety requirements, continuously improving equipment to protect people and using automated control methods to enhance the protective performance of processes;

In 1991, the SHELL Company Committee issued guidelines for health, safety, and environment (HSE) policies. In 1919, the first International Conference on Health, Safety, and Environment in Oil and Gas Exploration and Development was held in The Hague, Netherlands, and the comprehensive concept of HSE gradually gained widespread acceptance.
